Job Introduction

Serco has made significant contributions at ESA's European Space Research and Technology Centre (ESTEC) in the Netherlands, supporting a wide range of space missions and projects. Serco has provided essential engineering, technical, and management services, playing a key role in logistics and operational support for missions. Serco's expertise in spacecraft management, ground systems and data processing has earned them recognition, including 'Best in Domain' awards from ESA. One of the domains Serco is looking to grow is ‘Navigation’ and with this in mind we are looking to hire a small team of project control, business control and risk management specialists. 

We are seeking a Project Control Specialist to work on our Customers Site (ESA-ESTEC) in the Netherlands. This is a fantastic opportunity to get into one of the most sought-after space agencies in the world. The ideal candidate should have expertise in project control, financial management, and data accuracy, as well as proficient in SAP.

Main Responsibilities

Procurement Support

  • Support coordination and update of all procurement activities in the related systems (including implementation of Purchase Order, Contracts and Change requests), providing the overall oversight and pro-active follow-up to clarifications, issues, requests for information.
  • Implement RFXs & Shopping Carts in ESA-p after verification of the proper information and documentation provided.
  • Manage Project Related Low Value Purchase Orders/Reimbursement Request/ Z-payments:
  • Implement contracts in ESA-p based on the agreed Milestone Payment Plan (MPP) and Advance Payment Plan (APP) ensuring IPSAS accounting standard compliancy.
  • Implement contracts in Navigation financial planning tool.
  • Implement approved accruals in the related systems in close coordination and approval with the Project Controllers
  • Review and report the status of contract payment milestones.
  • Collect and update the ESA-estimating dates for payment milestones in the related systems (NAV planning tool and SAP)
  • Support contract close-out activities in the ESA corporate and NAV related systems and handle the nominal operational and analytical processes required to close contracts.
  • Provide reporting such as activity logs, statistics, and progress status on the procurement actions.
  • Maintain process documentation, operating procedures, guidelines, and training materials for procurement actions.
  • Provide inputs and recommendations for process optimisation for procurement support activities and tasks.
  • Ensure accurate financial data across systems and generate tailored reports and dashboards.
  • Provide audit support.

Planning and Controlling

  • Verify that the status of the procurements, costs, fund commitments and cash disbursement actual data in the ESA corporate financial system is properly/accurately reflected in the NAV financial planning and control database(s)
  • Perform daily data maintenance updates and verification procedures, report deviations to the PMSO Office and implement approved corrections.
  • Provide cost, fund commitment and cash disbursement reports at the required level of granularity.
  • Support the implementation, update and reporting of all CACs in the NAV planning and control database in line with the CAC Book Captains guidelines.
  • Provide consolidated programme level data management support, analysis, tailored reports/dashboards, and inputs to management presentations.
  • Support the multi-year planning exercise and Interim/End of Year/End of program financial closure exercise (e.g. data collection, updates, analysis, corrections, reporting
  • Support the Quarterly Cost Report (for ESA Programmes) and Quarterly Implementation Report (For EC Programmes) exercises including identification and analysis of variances in the financial data and implementation of approved updates.
  • Support Geo-Return management and controlling.
  • Support the yearly NAV missions budget setting exercise and monitoring.
  • Support data auditing and follow up activities on NAV tools (e.g. IPCDB and SAP) & corporate systems.
  • Support financial and management audit(s) preparation and follow up activities.
  • Support to reporting.

Successful Candidate

  • University degree (minimum Bachelor) in Business Administration or similar.
  • At least 4 years of relevant work experience.
  • Experience in financial planning and controlling and/or management.
  • Experience as a proficient user of SAP and in particular ECC and SRM modules.
  • High capacity to interact and communicate effectively with cross-functional team, from engineering, technical and business domains.
  • Ability to interface at appropriate level with relevant actors within and outside of the Directorate.
  • Proactive attitude to solving problems, identify priority actions and to handle high workload.
  • Ability to work both autonomously and as part of a team.
  • Highly proficient in the use of modern activities and resource management support tools/databases of standard office automation support software packages including advance usage of MS-Office and in particular advanced use of Excel.
  • Experience working in multinational project environments, ideally with ESA or similar organisations.
  • Experience in the aerospace sector an advantage but not essential.
  • Must be a citizen of an ESA/EU member state.
