This Commission Knowledge Centre on Earth Observation, positioned at the nexus of the European Green Deal, Europe fit for the Digital Age and a Stronger Europe in the World, aims to provide an efficient internal coordination mechanism inside the Commission to maximize the uptake of products and information from Earth Observation to support EU Policies in various sectors –ultimately enabling better regulation.
The Commission Knowledge Centre on Earth Observation (KCEO) aims to establish best practices in efforts to translate policy needs into concrete requirements for products and services, provide a Forum for dialogue with the technical implementing entities associated with Copernicus, and raise awareness on next generation EO science and associated technologies to enhance the exploitation on Copernicus throughout the policy cycle.
EuroGEO, a regional initiative of GEO (Group on Earth Observations)aiming to highlight the many European contributions to the global partnership of GEO and to demonstrate the benefits of GEO for European society and the economy,is an umbrella framework to showcase and scale-up European user-driven products and services based on the wide range of data sources available in Europe. Ademand-driven approach is intended to be adopted, starting with the identification of community members' needs in terms of products, services and functionality, and translating these into technical requirements to be addressed by the underlying network of digital infrastructures.
From a KCEO perspective, it is key ensuring that the needs of the EU policy DGs are addressed in EuroGEO. In addition, to ensure that the evolution of EO services is in line with EU policy needs, KCEO must integrate the outcomes of EuroGEO andrelated Horizon 2020/Europe projects.
The objective of the work is to scan the project outcomes delivered by the GEO/EuroGEO community and the EO oriented projects funded under the successive EU R&I Framework Programmes,develop dashboards and visuals to expose the results in KCEO.
As GIS Specialist (Earth Observation Data Processing and Application Development) you will be responsible for:
The tasks to be carried out include:
- Using existing Commission and external text mining tools (e.g. TIM Analytics) analyse past and current EU Framework programme projectsfrom web repositories (e.g. CORDIS, CORDA), their interlinkages, network graph, and policy relevance. Maintain web elements and analysis to support theR&I pillar of KCEO.
- Develop and maintain an overviewof projects (Horizon 2020, Horizon Europe, JRC, other) contributing to the GEOWorkplan, link to KCEO web presence.Development of ad hoc dashboards/visuals (e.g. Sankey diagrams linking projects topolicy areas).
- Social media monitoring to set up a screening process of references to EO related policies, projects, events. Visual rendering of results on KCEO web site.

Successful Candidate
Your skills:
- Good knowledge of web-based applications for data visualisation (e.g. Webtools, Qlik),CMS (e.g. Drupal) and dashboard development.
- Good knowledge of scripting and programming languages for data processing and analysis (e.g. Python).
- Good knowledge of GIS application development and EO products.
- Knowledge of text mining, social media data and big data processing tools.
- Very good writing and presentation skills, reporting on scientific documentation
- Very good English proficiency.
