As subcontractor, Serco Italia S.p.A. is currently looking for a Web-GIS Developer to join our great team in Ispra (VA)!

Main Responsibilities

As Web-GIS Developer you will be responsible for:

IT Tasks:

  • Review of the structure and architecture/design of the unit’s Information Systems (in particular RMIS).
  • Further design, develop and maintain the IT architecture of the current Raw Materials Information System (RMIS) by building a sustainable and consistent system of applications (including with respect to dynamic data visualisations) and databases.
  • Data analysis and data modelling.
  • Coordination of the implementation of the technical architecture and quality assurance.
  • Interaction with selected 3rd party organisations to facilitate IT linkages between their systems and the RMIS.
  • Assistance during relevant parts of testing, analysis, technical documentation, deployment, evaluation and reporting associated with information system infrastructure services.
  • Elaboration of functional and non-functional requirements and specific IS tools related to the area of expertise.
  • Good knowledge of applications design.
  • Good knowledge of modelling tools.
  • Good knowledge of Relational DBMS (especially MySQL) and NoSQL databases (especially MongoDB).

Non-IT Tasks:

  • Ability to give technical presentations to other IT experts and also to non-IT experts supporting the system’s content
  • Ability to cope with fast changing technologies used in application architecture and design
  • Capability of working in an international/multicultural environment.
  • Technical interface between the portfolio leader, project leader, head of unit and other IS tools developers (inside or outside JRC).
  • Participation in technical working groups, progress meetings and meetings with the users

Successful Candidate

Essential:

  • Knowledge of modern web design: HTML5, CSS3, responsive, grid layouts, data storytelling
  • Knowledge of programming languages: JS, Rust, PHP 7, Julia
  • Sound knowledge & experience in JavaScript ES6-ES7+ web development:
  1. Frameworks: Vue.js, React, jQuery
  2. Data visualization: D3.js, Chart.js, Three.js
  3. Functional programming & software composition
  4. Miscellaneous: Node.js & Express.js, TypeScript, Webpack, Parcel.js, Karma, Ramda, RxJS, Babel, Electron.js
  • Knowledge of one of GIS tools/systems: ArcGIS, QGIS, OpenLayers, Leaflet;
  • Graph data modeling
  • Multi-model databases: ArangoDB, MongoDB
  • Ensure coherence of logical and physical structure between the RMIS and other D3 and JRC information systems in IT related environment. Maintaining an IT security level in line with the Commission rules and recommendations for the aforementioned specific sites.
  • Quality management of RMIS databases and metadata cataloguing (in accordance with JRC standards) in the framework of the JRC Raw Materials project.
  • Defining, documenting and developing software, as well as contributes to architecture and technical design discussions, code reviews and technical design/specifications in collaboration with the project team.
  • Gathering functional requirements, developing technical specifications and driving architectural & design decisions for the IT infrastructure of RMIS according to Unit’s and EC partners and other customers’ needs, with the approval of the head of unit D.3.
  • Strong capacity to present results to IT and non-IT technical audiences, good communication skills and to write technical papers in English language;

Advantage:

  • Capability of working in an international/multicultural environment and ability to participate in multi-lingual meetings.
  • Knowledge of SQL language to develop, maintain, and query databases
  • Experience in PWA, SPA, MVVM design patterns/models
  • Microservices and application containerization: Kubernets, Docker
  • Experience in carrying out the following activities: analysis of data and development of databases; application of data analysis techniques and visualisation tools for trend analysis and pattern recognition.
  • Experience in using data visualization tools such as Tableau or similar Knowledge in the area of raw materials (primary and/or secondary), particularly in the context of economics and trade.
  • Hands-on experience in working with production and trade nomenclatures for determining the statistical commodity classification.
  • Understanding of cutting-edge web technologies and computing emerging trends including Web Workers, RESTful API, GraphQL, WebSocket, WebAssembly, WebRTC, IndexedDB, Web Storage
  • Management of software related tasks associated with developing, debugging or designing software applications, and databases according to provided project specifications. Build enhancements within an existing software architecture and envision future improvements to the architecture.
