The main methodologies and tools used are:
 RUP (Rational Unified Process)
 PM2 (EC Project Management Methodology)
 CITnet (Commission Information Technology network)
 Bitbucket
 SharePoint
 Confluence
 Jira
 MS-teams
 MS-Office

Successful Candidate

Education and technical expertise
The Quality Consultant will have a level of education corresponding to Level 6 of the
European Qualifications Framework Education (which typically corresponds to a bachelor’s level or 3 years of higher education). He/She will also have at least 6 years’ experience of IS Quality corresponding to Level 3.
The Quality Consultant will participate in the elaboration, construction, and transition phases of the project. He/she will be responsible for the quality of the project. He/she will
report to the Project Manager (DIGIT).
The activities to be carried out are (non-exhaustive list):
 Elaboration and maintenance of IS quality control procedures
 Provision of quality plans and elaboration and implementation of service level agreements
 IS Quality control and evaluation
 Provision of quality studies, quality assessments or other quality matters associated with information system projects
 Definition, elaboration, and management of functional and quality tests
 Advice on quality improvements
 Assistance in the implementation of project management methodology
 Risk analysis
 Writing user manuals

Specific expertise
The Quality Consultant must have specific experience and expertise in the following:
 Working on Information systems and projects
 In-depth knowledge of IS quality assurance and quality control
 In-depth experience with quality procedures
 Proven knowledge of testing technologies, methodologies, and tools
 Good knowledge of information systems lifecycle
 Knowledge of software development methodologies (e.g., RUP, PM2, Agile)
 Capable of communicating effectively with involved various actors (testers, developers,
management etc.) and of working in teams.
 Writing test cases, quality plans, test scenarios, and test scripts
 Testing applications, Tests coordination and execution
 Capability to persevere in retesting solutions.
 Aptitude in reporting and in reporting of test results
 Strong capacity in preparing and writing studies
 Strong capacity to give high level presentations
 Ability to apply high quality standards
 Rapid self-starting capability, and ability to cope with fast changing technologies
 Experience delivering tests in Protactor/Selenium or similar tools. JAVA and/or SQL
knowledge is a plus. Experience with CI/CD processes.

Languages
Due to the particular nature of a large international organisation such as the European
Commission, candidates should also have the following linguistic skills:
 Ability to understand, speak and write in English (B2 level), French is an asset
 Ability to participate in multilingual meetings (English and French spoken),
 Excellent communicator
 All documentation will be written in English.
