We are looking for a Java Application Developer for the European Commission in Brussels. 

DG COMM is responsible for a series of Information Systems in the domain of communications and internal administration. The systems developed, managed and provided by the Informatics unit of DG COMM are generally three-tier applications. These applications are based on WebLogic/Angular or Coldfusion application servers and Oracle databases. 

A non-exhaustive short overview of these systems is given below. 

Press Release Database aims at publishing the European Commission press releases and other similar types of documents. The data base contains all the Press Releases of the Commission since 1985, the great majority of them in at least two languages. 

Political Reporting is used by the European Commission Representations to provide information on member states activities. 

Pecunia is an application allowing DG COMM budget planning and programming. 

EC Banners is an online reservation tool accessible to each European Commission Directorate General for making reservation of the sites they want to publish banners. 

Eurobarometer is a web-oriented system for the management of the Eurobarometer surveys lifecycle, the harmonization of 40 years of data, the publication of results. 

Events & Actions enables the European Commission Representations to provide feedback information on local communication events and actions. 

JournaList is the DG COMM system used to manage the accredited press. It covers the whole process, from the request made by a journalist to the validation by the accreditation committee. 

Visitors Centre is a web application managing the requests for visiting the Commission. It covers the whole process, from the request until the final acceptance. 

Media Monitoring system comprises several modules gathering news information from news agencies as well as newspapers articles scans. It also disseminates this content with additional Joint Research Centre information sources through the European Commission intranet MyIntraComm. 

Main Responsibilities

  • Development and maintenance of software applications; 
  • Development and integration of technological components; 
  • Implementation of user requirements; 
  • Prototyping; 
  • Elaboration of test programs; 
  • Integration with other applications; 
  • Assistance with deployment and configuration of the system; 
  • Participation in meetings with the project teams; 
  • Writing of technical documentation, attendance to technical working groups.

Successful Candidate

The main requirements and competences envisaged are:  

  • Good knowledge of application development environments; 
  • Good knowledge of the design and development of web and multi-tier applications; 
  • Good knowledge of Object Oriented Programming languages (Java, JQuery, Angular, eUI); 
  • Good knowledge of modelling tools (e.g. UML); 
  • Knowledge of reporting tools; 
  • Knowledge about responsive, multi-device development; 
  • Knowledge of software development methodologies (e.g. RUP, AGILE); 
  • Knowledge of relational database systems (Oracle); 
  • Knowledge of development tools (Eclipse, Toad, Jira, SVN); 
  • Ability to participate in multi-lingual (EN and FR) meetings, good communication skills; 
  • Capability of integration in an international/multi-cultural environment, rapid selfstarting capability and experience in working in team. 

In addition to the requirements above, a good knowledge of EC Building Blocks would be an asset.
