Main Responsibilities

Responsibilities :

  • As Project Manager, the Expert is responsible for the planning, execution, and delivery of IT projects in line with recognized management frameworks (PM², Agile@EC); Definition and maintenance of project plans (objectives, scope, tasks, deliverables, milestones, timescales, organizational structure, human and financial resources, procurement requirements, quality, risks/issues etc.); Monitoring and reporting on project delivery; Quality control; Stakeholder management.
  • As Programme Manager, the Expert is responsible for managing (large) programmes of the Unit; Lead and support the project management team; Perform analysis, design, and implementation of the workflows and organizational processes; Monitoring and reporting on programme execution and delivery; Maintain a registry of build activities (minor/major projects, development activities, etc.); Define associated indicators and dashboards and contribute to reporting.
  • As Security Risk Manager, the Expert will perform security risk assessments and analysis to identify threats, classify and categorize assets, and rate system vulnerabilities so that effective (technical/business) controls can be implemented; Draft IT Security Plans and IT Security Implementation Plans; Define, design and maintain the Unit’s Risk Register; Utilize and contribute to the development of the Commission’s IT Security Risk Management (ITSRM) framework; Manage and support the integration of IT security and security risk during the entire project lifecycle for the development of IT services and systems/products/solutions (security by design); Provide guidance on cybersecurity risk (threat landscape, risk exposure, etc.); Contribute to the initiatives which facilitate the adoption and implementation of the processes and methodologies among stakeholders (presentations, targeted consultancy sessions, case-specific hands-on assistance sessions); Raise awareness of IT security risk and promote a security risk aware culture.
  • The Expert will support and implement structural improvements regarding the delivery of Cybersecurity services by contributing to improvements of the processes, tooling and metrics in order to achieve greater quality, efficiency and service continuity.

Successful Candidate

LEVEL OF EDUCATION

  • Master degree of 5 years

KNOWLEDGE AND SKILLS

  • IT Project/Programme Management (using PM², Agile@EC, PM²-PgM methodologies)
  • IT Security Risk Management (using the ITSRM methodology)
  • IT Security Policies, Standards and Compliance of the Commission
  • IT Security Industry Standards (ISO2700x series, NIST, CSA or equivalent)
  • IT Security Services operational development and management
  • IT Security Architecture
  • ITIL based catalogues and service delivery either internal (OLAs) or with providers (SLAs)
  • Strong drafting and communication skills in both French and English, both orally and in writing (level 5/5 is required); additional official languages are an asset;
  • Self-motivated and autonomous, with ability to manage and follow up on multiple tasks simultaneously;
  • Strong analytical skills, ability to approach problems from multiple angles and find creative solutions;
  • Ability to produce mature executive summaries, presentations and to engage with stakeholders at any levels, from operational staff to senior management;
  • Proven capacity to analyse complex information, to consider options in a clear and structured way, to propose and implement recommendations and to make sound decisions;
  • Ability to work effectively both with team members and with customers;
  • Ability to work under pressure and with tight deadlines, to make timely decisions, to reprioritize tasks responding to changes in a rapidly evolving work environment;
  • Ability to develop and set up processes and structures across various fields of activities;
  • Strong ability to learn and apply new/emerging technologies.

Due to the particular nature of a large international organisation such as the European Commission, candidates should also have the following non-technical skills:

  • Capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in team;
  • Ability to participate in multilingual meetings;
  • Ability to work in multi-cultural environment, on multiple large projects;
  • Excellent Team Player
  • Ability to understand, speak and write English C1
  • High degree of discretion and integrity is required
