Role Responsibility

Responsibilities :

  • Propose solutions by combining IT tools and business process refactoring or improvements based on an in-depth understanding of a specific business domain (see skills).
  • Possesses an in depth knowledge of goals and desired objectives of the project.
  • Support the implementation of information systems to meet identified business needs, within agreed parameters of cost, timescales, and quality.
  • Assistance in Business cases, Vision documents, Project Charters and Security Plans.
  • Give proposals for project strategies, planning, definition of tasks and deliverables, review of project deliverables, quality control, risk analysis and management, status reports, problem reporting and management systems, follow up and organization.
  • Estimate costs, timescales and resource requirements for the successful completion of each project to agreed terms of reference.
  • Prepare and maintain project and quality plans and tracks activities against the plan, provide regular and accurate reports.
  • Monitor costs, timescales and resources used. Take action where these deviate from agreed tolerances.
  • Ensure that delivered systems are implemented within these criteria.
  • Manage the change control procedure gaining agreement for revisions to the project from project sponsors.
  • Provide effective leadership for the project team ensuring that team members are motivated and constantly developing their skills and experience.
  • Provides progress reporting.
  • Interacts and validates requirements with the business.
  • Analysis of Business requirements.
  • Documentation of Business requirements.
  • Business model analysis.
  • Business process analysis.
  • Business processes modelling.
  • Functional requirements and business cases analysis.
  • Creates, maintains, prioritizes, and sequences the product backlog based on business value or ROI.
  • Creates user stories and acceptance tests from themes and features granular enough for a single sprint.
  • Is involved in the decision making process related to user stories scheduling into sprints.
  • Supports the team in charge of project activities and review their deliverables.
  • Works within the agile process and supports decision making regarding priority, business value, and functionality for all the work done by the agile development team.
  • Participates in project planning, daily stand-up meetings (SCRUM).
  • May perform the role of Scrum master.
  • Participates to retrospectives, sprint and release planning, demos and other Scrum-related meetings.
  • Reviews deliverable and demonstrable product version/software functionalities after every sprint.
  • Organises live demonstration of the product at the end of the sprint.
  • Facilitates the acceptance of the product by the business.
  • Assists with internal & external communication by improving of clarity & dissemination of information.
  • Supports conception and organisation of user documentation for information systems.
  • Supports conception and management of IS and ICT trainings.
  • Guidance regarding the use of information systems.
  • Assists the management and follow-up of user requests.
  • Assists with prioritization and resolution of defects / bugs.
  • Participation in user, service and project meetings.
  • Participate in functional working groups and progress meetings.

Successful Candidate

LEVEL OF EDUCATION

  • Master’s level or 5 years of higher education
     

KNOWLEDGE AND SKILLS

  • Ability to work autonomously, managing his/her own workload independently, providing status updates, liaising with others and escalating issues as appropriate.
  • Teamwork and leadership skills, including ability to work in a friendly, organised, and well-structured manner, also under pressure.

SPECIFIC EXPERTISE

  • Excellent knowledge and proven professional experience in the customs policy domain, esp. in the areas of mutual administrative assistance (Council Regulation (EC) 515/97), IPR infringements and cash control (Regulation (EU) 2018/1672).
  • Excellent knowledge of and proven professional experience in business process management for large multinational organisations.
  • Excellent knowledge and proven professional experience in business process modelling in BPMN.
  • Excellent knowledge and proven professional experience in requirements analysis for big data systems.
  • Excellent knowledge and proven professional experience in UML and analysis/modelling tools and techniques (use case diagrams, activity diagrams, sequence diagrams, entity relationship diagrams).
  • Excellent knowledge of and proven professional experience with the EDIFACT and X12 standard.
  • Excellent knowledge of and proven professional experience with REST web services.
  • Excellent knowledge of and proven professional experience with OpenAPI specifications.
  • Excellent knowledge of and proven professional experience with markup languages (XML and YAML).
  • Excellent knowledge of and proven professional experience with the JSON format.
  • Excellent knowledge and proven professional experience in the analysis of messages (EDIFACT, X12 and XML).
  • Excellent knowledge of and proven professional experience with MongoDB.
  • Excellent knowledge of and proven professional experience with ElasticSearch.
  • Excellent knowledge and proven professional experience in test definition with Gherkin.
  • Excellent knowledge and proven professional experience in the Agile methodology, Scrum Management and Lean agile.
  • Excellent knowledge and proven professional experience with applying the DevOps methodology.
  • Excellent knowledge and proven professional experience in the use of Atlassian collaborative tools (Confluence and Jira).
  • Excellent knowledge and proven professional experience in the use of Microsoft Office applications (Teams, SharePoint, Outlook, Visio, Project, PowerPoint, Word and Excel).
  • Excellent knowledge and proven professional experience in the facilitation of meetings.
  • Excellent knowledge and proven professional experience in performing trainings and workshops

CERTIFICATIONS & STANDARDS

  • Certified Scrum Product Owner and/or Certified Scrum Master
  • Scaled Agile Framework (SAFe) certification

 

NON-TECHNICAL SKILLS

  • Capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in team.
  • Ability to participate in multilingual meetings; ease of communication;
  • Ability to work in multi-cultural environment, on multiple large projects;
  • Excellent team player;
  • High degree of discretion and integrity is required as the applications managed and maintained
  • OLAF.C.3 contain personal and confidential data

 

LANGUAGES

  • Ability to understand, speak and write English (C2) and French (C2); German (B1) will be an advantage.
