Main Responsibilities
As EPS-SG Operation Preparation Engineer / Service Level Manager you will concentrate your activities on the following:
Operations Preparation Engineering tasks:
- Develop and validate end-to-end System Control Procedures (SCP) and timelines for routine and contingency operations in coordination with satellite and system Ops Prep team leaders. This also include the necessary displays, ANDs, graphs and any Operation Static Data (OSD) needed for these procedures.
- Coordinate with OPS the MMI definition and Main Control Room layout organisation harmonising the usage of the new infrastructure and its impact on the operation concepts.
- Define the Simulation Campaign Plan, organise all the related activities and coordinates all teams involved with the objective to provide a readiness status of the Operation Team for Launch.
- Maintain the SIOV Rehearsal Plan, prepare and conduct the rehearsals including also the preparation and the coordination with of external supports.
- Coordinate with OPS team leaders to ensure compliance with existing OPS workflows and processes as per Operations Management Plan (OMP).
- Coordinate with IV&V team to deliver as necessary validated operational scenarios for V&V test cases performed and by IV&V team.
- Coordinate the TRR/TRB as needed
- Contribute to CCB maintaining as necessary the OPS Baseline and the Ops Prep WBS
- Coordinate interactions and support the OGS procurement teams providing a main point of contact in Ops Prep Team (OPIT) for PDAP sub-segment.
- Participate as necessary to ARBs on OGS sub-systems and joint ARBs with the satellite manufacturer.
- Support the OGS, Metop-SG and LEOP reviews and provide support as Project Team to EPS-SG System reviews
- Provide input for identification and monitoring of risks in the technical domain concerned with this service
- Provide input and support for anomaly/none conformance investigation and resolution and if needed RFD/RFW processing.
- Provide input to keep up-to-date the System CORE model related to Operational activities, data flows and interfaces.
- Provide a single interface within OPIT for the management of the satellite and instrument characteristic databases (SCDB) and support FDF and PDAP team for their respective Databases.
- Support the Handover from PRD to OPS ensuring Operation Baseline Documentation and knowledge developed by the service team is properly transferred to operation department.
Service Level Management tasks:
- Planning, monitoring and control of the services to be provided;
- Prioritise tasks in coordination with the EUMETSAT Technical Officer;
- Participate in the regular anomaly review and change management boards;
- Coordinate the service with other Service Providers;
- Manage, supervise and monitor all the Contractor’s key persons assigned to the service;
- Follow up, monitor and manage the execution of the activities and open actions and report to the TO on their progress status upon TO’s request;
- Provide monthly reports covering the service provision based on agreed set of metric, including, team activities, team composition, training, operational events;
- Ensure the availability of the required manning levels at all times including ensuring adequate participation of the team members;
- Maintain contingency plans for unscheduled staff absence in order to assure the required levels of service;
- Liaise, organise and prepare meeting with the EUMETSAT Technical Officer;
- Ensure compliance with staff qualifications and skills requirements including planning and monitoring of the training for all key persons and of the induction process of new key persons joining the team in agreement with the guidelines and working processes provided by the EUMETSAT Technical Officer;
- Ensure that the administrative requirements necessary to provide the service are fulfilled;
- Update the effort spent by the team in the EUMETSAT reporting tool (RMF);
- Coordinate with the Technical Officer planned absences, in order to ensure the service continuity.
Successful Candidate
Do you think you are the person we are looking for? See below what experience or knowledge you should bring:
- At least 10 years in the field of System or Spacecraft Operations, either during routine or operations preparation of complex space systems;
- Strong data analysis, processing and synthesis skills are essential and an ability to recognise opportunities for improvements in areas of work and implement appropriate solutions;
- Experience in definition, development and validation of operations for the development of satellite ground segment facilities such as monitor and control, mission planning, onboard software management, ground stations monitoring;
- Experience of SCOS-2000 mission control systems and use of the APEX operations procedures preparation and execution tool;
- Experience in satellite performance monitoring and reporting aspects including anomaly analysis and solving in liaison with satellite industry, procedure change control and configuration management processes;
It would be a distinct advantage to have experience with some of the following:
- Proven experience in the phases of routine and commissioning.
- Specification of space system and operational concepts, facility requirements;
- Familiarity with On-Board Control Procedure concepts;
- Familiarity with the ECSS Packet Utilisation Standard, customisation and usage;
- Familiarity with system change control and configuration management procedures;
