We are hiring a Database Developer for the European Commission in Brussels and various locations around Europe.

Main Responsibilities

With a view to laying the foundation for a future comprehensive risk analytical system for e-commerce consignments and monitoring and detection system for trade diversion and circumvention that adequately covers the full consignment population and data integration from various sources which aligns with the new technologies introduced by the Customs Data Hub, while continuously addressing current risk analysis

needs, the senior expert will:

  • Assist with the Joint Analytical Capabilities to enable them to respond timely and effectively to critical risk analysis requests steered by political priorities
  • Development and maintenance of data models and preparation of reports
  • Assist with the integration of diverse data sources and analytical platforms — existing and future within the Data Hub — required for risk analysis across current and future environments, ensuring high volume data processing efficiency and proposing workarounds where needed;
  • Assist with the design and specification of interoperability between the Data Hub and transport layer data (e.g. ICS2) for the initial scope of eCommerce Data Hub by 2028;
  • Document the technical requirements associated with these analytical needs for the various operational environments, including the current decentralized national customs systems, the future Customs Data
  • Hub, and the transitional multi-environment phase;3
  • Interaction with the business analysts, customer, users, project leaders and the developers, and provide support, for the preparation of the design of the Customs Data Hub, to define the technical requirements related to customs risk analysis capabilities.

Successful Candidate

LEVEL OF EDUCATION

Master's Degree or equivalent in Computer Science, Data Science, Statistics, or the closely related field. PhD is an asset

KNOWLEDGE AND SKILLS

 Following skills and knowledge are required for the performance of the above listed tasks, in light of the ongoing Customs Reform, the establishment of a Customs Authority, and the evolving development of the Customs Data Hub.:

Context knowledge

  • In-depth expertise in EU customs procedures and risk management, particularly related to e-commerce consignments.
  • Strong understanding IOSS (Import One-Stop Shop) frameworks, including their impact on customs risk analysis and compliance monitoring.
  • Knowledge the EU Customs Data Model and the availability of the customs data for risk analysis.
  • Understanding of the impact of the Customs Data Hub on the customs risk analysis solutions.
  • Thorough knowledge of the existing data pipelines and analytical programmes for risk analytical focus areas to respond in short notice to political priorities requests

Technical Skills

  • High level of proficiency in developing data models and dashboards to support risk analysis aligned with evolving regulatory frameworks such as IOSS.
  • High level of proficiency with integrating diverse data sources and analytical platforms, ensuring efficient high-volume data processing across legacy and future environments.
  • Strong skills in data architecture, risk analysis tools, automation, and visualization solutions.
  • Demonstrated experience or knowledge of a wide range of tools and technologies relevant to these areas (e.g., SAS, SQL, Power BI, automation frameworks).
  • Ability to document detailed technical requirements supporting customs risk analysis capabilities across multiple operational environments.
  • Knowledge to create ORACLE procedures in PL/SQL.

Soft Skills

  • Excellent collaboration and coordination skills to engage effectively with IT service providers, analytical teams and stakeholders across DGs and Member States.
  • Clear and concise communication skills, capable of translating complex technical needs into accessible documentation.
  • Proven problem-solving mindset, able to anticipate and swiftly address integration challenges and evolving last-minute requirements.
  • Adaptability supported by experience demonstrating the ability to quickly learn and adjust to new environments, tools, and regulatory frameworks.

Strategic and Project Skills

  • Capacity to support the design and development of the Customs Data Hub’s risk analysis functions in coordination with technical and policy teams.
  • Ability to thrive in dynamic, evolving IT and regulatory environments, showing resilience and flexibility to shifting priorities and technologies.

Other skills

  • Ability to understand, speak and write English C1. Dutch and French on B2 will be an advantage
  • High degree of discretion and integrity is required as the applications managed and maintained in the DG 

SPECIFIC EXPERTISE

Context expertise

  • In-depth experience in customs risk management within the EU context, including e-commerce consignments.
  • Proven expertise in EU customs frameworks, including hands-on knowledge or direct involvement with IOSS (Import One-Stop Shop) regulations and their implications for customs risk analysis. Knowledge of is a plus.
  • In-depth working knowledge of decentralized national customs IT systems environments used for central risk analysis, including Surveillance, ICS2, CRMS2, EBTI, TARIC, CS/RD2, AEO, and EORI systems.
  • Demonstrated ability to anticipate the impact of emerging platforms such as the Customs Data Hub on risk analysis solutions.
  • Familiarity with EU Customs Data Model (EUCDM) and/or WCO Data Model is an asset
  • Profound experience with available risk analytical solutions and data libraries, enabling rapid response to politically-driven risk analysis requests.

Technical expertise in the domain of Database Developer

  • Minimum 8 years of experience with data integration and managing data from multiple sources, including complex and diverse legacy systems.
  • Minimum 5 years of experience in SQL and database management experience, including advanced database design, data wrangling, cleaning, PL/SQL, batch processing, and familiarity with emerging data formats like Parquet; knowledge of DuckDB is a plus.
  • At least 5 years of programming experience with SQL;
  • Minimum 5 years of designing and developing Extract Transform Load - ETL processes.
  • Knowledge of data quality, data governance practices, and data security standards including GDPR with minimum 2 years practical application.
  • Minimum 5 years of proficient experience with operating system commands and tools such as batch scripting for example to check security settings.

• Data Warehouse Architect

  • Minimum 8 years of overall IT experience, with at least 5 years in IT architecture roles.
  • Minimum 5 years of experience in creating Star schema / third normal form data models
  • Familiarity with Agile methodologies (Scrum, SAFe, PMI, Kanban) is an asset.
  • Proven ability to stay abreast of latest IT architectural innovations and research.

• Policy Support

  • Ability to quickly acquire and apply prescribed methodologies such as EU BPM Methodology, TEMPO, RUP@EC or successors.
  • Ability to read BPMN and UML models. Certification is an asset.

• Policy Analyst

  • Minimum 3 years experience in the relevant business area (customs, taxation, or sanctions).
  • Excellent writing and communication skills suited for policy documentation and stakeholder engagement.
  • Proficiency in Microsoft Office and other productivity tools.
  • Proficiency in English is required, other EU languages is an asset.
