We are hiring a Technology Expert in Analysis and Testing for our prestigious partner DIGIT TM (DG Informatics) in Brussels. DIGIT-TM is a contract from the European Commission for IT services across Europe.

Role Responsibility

DESCRIPTION OF TASKS
The Technology Expert will be asked to execute the (non-exhaustive list) tasks listed below.
(1) The contractor will analyse the legal framework, operational enhancements and/or application changes submitted by EU ETS stakeholders and identify the functional and non-functional requirements, assess the impact on the existing IT systems and provide/assess possible solutions.
She/he will liaise with CLIMA Policy officers, project manager and lead analyst to gather/define
and validate the requirements.
(2) The contractor will develop/draft detailed functional and technical specifications including use case specifications, design of actors' flows, user interface design (including mock-ups), database modelling.
(3) The contractor will review and/or maintain requirements traceability matrix including relations between requirements, use cases, technical design, test cases and releases.
(4) The contractor will work in close collaboration with Service Desk and Technical support team for assessing the severity of the issues reported by users of the system, reproduce them in test environments, propose and follow-up implementation of workarounds and/or permanent fix solutions.
(5) The contractor will be requested to elaborate test strategies and plans, perform quality assurance and quality control activities, identify and report non-conformity, analyse the root cause and propose corrective actions.
(6) The contractor will be requested to perform and report the Site Acceptance Testing (SAT). He may be requested to perform additional tests, to verify test scenarios (including exhaustiveness) and to verify that all results are logged. In addition, he will report on actual test results compared to the expected results and advise on the deployment of releases and the related risks.
(7) The contractor will work in close collaboration with other members of the team in charge of
automated testing and other technical tasks in order to prepare and develop sets of test cases and scenarios suitable for automation.
(8) The contractor will be requested to conduct database reports from the Union Registry, EUTL and EUTL Public.
(9) The contractor will be requested to assess a range of other deliverables for ensuring their
correctness, completeness and relevance to the requirements: use case specifications, software development plan, data model, release and deployment documentation, user documentation, etc.
(10) The contractor will use test management and issue tracking tools that is common to him/her, DG CLIMA, the Service Desk and the contractor of the system development. In this database the contractor will report all the defects(s) he finds in the software and confirms the eventual reparation of these defects by the contractor of the system development in subsequent versions of the software.
He/she may be requested to use various other tracking mechanisms. Currently the bug tracking system is JIRA.
(11) The contractor will execute different types of functional security and confidentiality breaching tests such as access control, permissions matrix and visibility of private information verifications.
(12) The contractor is required to respect the ETS Information Classification Policy and follows
ETS Sensitive Information Specific Handling Instructions.

Successful Candidate

REQUIRED EXPERTISE
The contractor is required to have knowledge and professional experience as following:
 A minimum of 11 years work experience in Information systems conception, development,
testing and gathering/analysis of requirements
 Proven work experience with IS testing methodologies and tools; experience in defining test
case scenarios and performing functional tests
 Ability to analyse and translate legal frameworks into functional and non-functional
requirements
 Excellent analytical skills
 Capacity to write clear and structured functional documents
 Capability to work in an international/multi-lingual environment, excellent communicator
 Ability to work individually as well as in a team
 Good communication and drafting skills in English. Aptitudes in reporting
The following experience will be an asset:
 Knowledge of business process modelling
 Good knowledge of analysis/modelling tools and techniques (use case diagram, state
diagram, entity relationship model)
 Proven work experience with Oracle DBMS SQL and DDL and database management tools
such as SQL*PLUS, SQL Developer or TOAD
 Practical application ability with Microsoft Office, Excel and Visio
