Role Responsibility

Tasks

• Providing of advice and assistance, solution patterns and best practices as data scientist
• Defining and building a Qlik environment that would serve to disseminate dashboards and reports based on all fisheries control systems
• Generating documentation about reporting architecture/environment put in place
• Helping in deploying, promoting and using Qlik products in DG MARE and in particular Qlik Sense with GeoAnalytics and QAP
• Identifying the data-analytics problems that offer the greatest opportunities to the organization and create solutions that enable enhanced business performance
• Collecting large sets of structured and unstructured data from disparate sources
• Analyzing the data to identify patterns and trends
• Interpreting the data to discover solutions and opportunities
• Using a wide variety of tools, including Qlik Sense, Excel, SQL, PL/SQL
• Building data visualizations in an attractive and innovative ways for managers, operational users and citizens
• Communicating findings to internal and external stakeholders using visualization and other means

PROFILE DETAILS

Profile and level
DG MARE wishes to have the assistance of an expert with the following profile:
• 1 Technology Expert, level 3-5
To provide service as technology expert (data analyst) in the framework of the MARE projects, systems and their operations.

Education and technical expertise
• Good knowledge in business intelligence
• Good analytical skills to go through large amounts of data and analyze them.
• Deep knowledge of analysis/modelling tools and techniques (entity relationship model etc.)
• Deep knowledge of Qlik View/Sense, SQL language, PL-SQL, XML, Oracle and Excel
• Ability to participate in multi-lingual meetings, very good communication skills
• Strong capacity to give high level presentations
• Capability of working in an international/multicultural environment

Specific expertise
Candidates must have:
• at least 5 years working experience in the development of business intelligence solutions
• at least a well-balanced 5 years working experience with Qlik View data modelling and
visualisations and a proven experience with Qlik Sense
• ability to learn new business (e.g. fisheries)
• ability to facilitate good communication between business units and the IT development teams
• strong communication skills, including drafting and presentation skills and the ability to team work
• critical thinking
• dynamic, able to understand others points of view and elaborate on them to find common grounds

Knowledge in one of the following areas can be considered as an additional benefit:
• Qlik Analytical Platform (QAP)
• Qlik GeoAnalytics
• Fisheries and in particular, the Common Fisheries Policy and the Control Regulation

Languages
• The consultants have to be fluent in English. French is an asset.
• Documents are written in English.
