Main Responsibilities

As System Administrator (SysAd) you will be responsible for:

  • Administration of all DISSCHAIN and REDISSTAT specific infrastructures, systems, environments and services, such as hosted applications, including commissioning/decommissioning of new/obsolete IT systems. He/she will acts as SPOC for DIGIT technical services.
  • Installation, configuration and notification to business of DISSCHAIN and REDISSTAT software components, including patch management.
  • Continuously operating and monitoring of infrastructure, systems, applications, databases, file systems, by means of real time dashboards (APM, RUM, Dynatrace) and manually operated checklists. He/She will provide daily morning reports about the state of servers and applications.
  • Configuration management tasks, configuration scripting and related procedures.
  • Security administration and monitoring, in adherence to the security rules imposed by the Commission’s central security service (complemented by local rules where needed); under supervision of the LISO (Local Information Security Officer).
  • Preliminary diagnosis of applications problems, also in co-ordination with the central IT departments of the EC (DIGIT and Unit A1).
  • Advise in areas such as capacity management, contingency planning, IT service continuity management, automation of repetitive tasks (including deployments), and security.
  • IT service management and follow-up of maintenance operations, in coordination with DIGIT, during normal working hours (Monday-Friday), in a context of flexible availability during specific circumstances
  • Maintenance and update of Security Conventions
  • Design, drafting and maintenance of documentation about DISSCHAIN information systems, such as application and database servers, environment specifications, etc..
  • Support to developers and testers on systems deployment, configuration and security.
  • Frequent interaction with the business analysts, business Units, project officers and developers.
  • Participation in coordination and project meetings.

Successful Candidate

LEVEL OF EDUCATION

  • Bachelor degree of 3 years.

KNOWLEDGE AND SKILLS

  • Ability to analyse technical issues and take decisions efficiently and fast
  • Ability to give technical presentations
  • Ability to apply high quality standards
  • Ability to cope with fast changing technologies used in DIGIT Datacentre and CLOUD providers
  • Very good communication skills with technical audiences
  • Analysis and problem solving skills
  • Capability to write clear and structured technical documents
  • Ability to participate in technical meetings and good communication skills

Due to the particular nature of a large international organisation such as the European Commission, candidates should also have the following non-technical skills:

  • Capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in team;
  • Ability to participate in multilingual meetings;
  • Ability to work in multi-cultural environment, on multiple large projects;
  • Excellent Team Player
  • Ability to understand, speak and write in English (B1/C1) is mandatory; French (B1/C1) is optional
  • High degree of discretion and integrity is required as the applications managed and maintained inESTAT.A3 might contain confidential data

SPECIFIC EXPERTISE

Following specific expertise is mandatory for the performance of tasks:

  • Expert knowledge of Linux and Windows OS: 5 years
  • Expert knowledge of Oracle Database: 5 years
  • Expert knowledge of Oracle WebLogic server and Apache LAMP/T stack: 5 years
  • Expert knowledge of Atlassian Tools JIRA, BitBucket and especially Bamboo: 2 years
  • Expert knowledge of XML and XSD: 2 years

The following specific expertise is recommended:

  • Good knowledge about Java APIs and libraries
  • Good knowledge about Maven
  • Good knowledge about SCM and Branching (preferably GIT)
  • Good knowledge about Continuous integration tools (namely Atlassian suite)
  • Familiarity with CAS authentication systems (in the EC : ECAS/EU login).

The following soft-skills are of importance:

  • Ability to abstract and define long term strategies and visions
  • Very good analytical skills, for problem solving, algorithm design and respective implementation
  • Very good verbal communication skills, ability to conduct meetings, deliver technical trainings and interact with the users
  • Very good written communication skills, ability to write and update extensive and detailed technical documentation, meeting minutes and emails
  • Proactive attitude, being capable of learning autonomously and with a fast learning curve, working unassisted and seeking user and manager's needs pre-emptively
  • Willingness to work in an environment where the compliance with formal procedures and hierarchical instructions are of utmost importance
  • Ability to apply high quality standards
  • Very good communication skills with technical and non-technical audiences
  • Analysis and problem solving skills
  • Capability to write clear and structured technical documents
