Job Introduction

In Europe, we work closely with our customers to deliver custom-made and specialized services across International Organizations, Space, Immigration, and Defence. We provide tailored services for various public sector bodies including European Institutions, the Belgian and German Defence, the European Space Agency, and the European Organization for Nuclear Research (CERN). Our expertise spans IT services, Facility Management, Space Research, and Operations.

The Regional Procurement Manager will be part of a new capability in Europe and will play a leading role in embedding the use of Procurement systems, tools and processes.

This role offers flexibility in location within Europe.

Main Responsibilities

As Regional Procurement Manager you will be responsible for:

  • Contribute to the development of a new Procurement capability in Europe, to deliver value for Serco’s businesses in Europe and in accordance with the agreed procurement strategy, business plans and the Serco Management System.
  • Applying the procurement roadmap for Serco Europe working in collaboration with operational business leadership. Work with key stakeholders to determine their product and service needs.
  • Performing procurement activities for major suppliers including spend analysis, pre-qualification, negotiating supplier agreements, preparation of contracts and tender management, and contract management.
  • Developing strong relationships with business stakeholders and strategic supply partners to strengthen Serco’s business.
  • Work in collaboration with the European Procurement Director and other regional Procurement Managers to ensure consistent application of policies and processes across Serco Europe and a high quality of service.
  • Supporting the work of regional operational teams in their local procurement activities ensuring that they understand and work within Serco Europe procedures
  • Identify and regularly review business critical suppliers for the region of responsibility. Own the assessment, management and mitigation of the ‘Failure of a Business Critical Supplier’ principal risk in the region of responsibility.
  • Drive adoption of supplier management processes to build relationships with key suppliers to ensure that performance and value is delivered whilst managing the risks
  • Supporting bid teams in drafting compelling bid responses to procurement & supply chain related responses, collaborating with technical / operation, legal & commercial colleagues as necessary to provide the optimal responses and to deliver innovative, value adding proposals from suppliers.
  • Contributing to Serco's bid success by delivering maximum commercial benefit, optimum risk transfer and innovative and quality supply chain solutions. Ensure bid alignment with Serco's procurement category strategies.

Successful Candidate

Essential technical and professional skills, knowledge and qualifications:

  • An experienced Procurement Professional, used to working across multiple countries, categories and suppliers able to manage multiple priorities at once
  • Experience in sourcing, supplier selection and negotiation including experience in effectively negotiating, drafting and reviewing supplier contracts/agreements.
  • Experience in developing supply chain solutions for commercial bids
  • Commercial and financial acumen able to deliver value through the supply chain
  • A clear and effective communicator able to use influencing skills to guide the business to make good decisions in Procurement practices
  • Ability to engage credibly with senior stakeholders, developing and maintaining strong stakeholder relationships across a matrix organisation
  • Comfortable working with ambiguity and changing priorities in a fluid, fast-paced, deadline-driven project environment

Preferred

  • Degree in Business, Finance, Engineering, Procurement and Supply Chain Management, from a recognised institute or an equivalent qualification
  • Experience in a related services or government facing organisation

 

Additional / special features of the role

  • Fluent in English language and one or more of either German, French, Italian or Dutch
  • There will be requirements to travel within Europe and to the UK to support the teams and activities of the business
