We are hiring a Project Manager for our prestigious partner DIGIT TM (DG Informatics) in Brussels. DIGIT-TM is a contract from the European Commission for IT services across Europe.

Role Responsibility

DESCRIPTION OF TASKS

 Manage the implementation of information systems to meet identified business needs,
acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales and quality.
 Coordination of the implementation of the business requirements.
 Definition and analysis of the business requirements.
 Guide the team in charge of project activities and review their deliverables. Ensure the agile methodology in place is applied.
 Estimate costs, timescales and resource requirements for the successful completion of each project to agreed terms of reference.
 Prepare and maintain project and quality plans and track activities against the plan.
 Assistance to the definition of internal methodologies and application lifecycle.
 Participation in functional working groups, progress meetings and meetings with the users.
 Provision of quality plans, service level agreements, quality control and evaluation, quality assessments or other quality matters associated with information systems projects.
 Provision of security studies, security assessments or other security matters associated with information system projects.
 Depending on the circumstances, the PM may be requested to provide assistance or support in the resolution of production issues.

Successful Candidate

WORK ENVIRONMENT/CONDITIONS

Knowledge and skills
 Experienced in business analysis and gathering user requirements.
 Experience with project management: planning, effort estimation, coordination.
 Good knowledge of project management standards and methodologies.
 Good knowledge of project management tools.
 Experience in delivering Business Process Management tools.
 Good knowledge of business process analysis.
 Working experience with Microservices, RESTful APIs and Event-driven Service Oriented Architectures.
 Knowledge of information systems matters.
 Knowledge in IT consulting matters.
 Experienced in writing qualitative functional analysis and produce structured documentation (UML diagrams, Use Cases, Mock-ups, etc.).
 Experience designing multilayer applications and integration points.
 Knowledge of interoperability technologies (e.g. Kafka, message oriented middleware, service oriented bus).
 Working experience of software development methodologies (e.g. SAFE, RUP).
 Good knowledge in relational databases management.
 Good knowledge of UML Modelling language.
 Experience in Object Oriented Design and Development, abstract thinking, reusable components design and development.
 Experience with modern UI paradigms (client-side scripting).
 Capacity in preparing and writing studies, business cases and presentations for a large
audience (e.g. giving speeches on public events, providing demos to users).
 Ability to apply high quality standards.
 Ability to participate in multi-lingual meetings, excellent communicator.
 Capability of working in an international/ multicultural environment.
 Fluency in English (written and orally).

PREFERED SKILLS
 Knowledge of Agile methodologies (e.g. SAFE).
 Ability to cope with fast changing technologies used in application architecture and design.
 Working experience in leading complex-IT projects, with multiple stakeholders and large users base.
 Solution architecture skills on Cloud-native, multi-tenant, highly scalable applications
(microservices, full-stack, private cloud, Kubernetes).
 Working experience in managing large international teams within collaborative environments.
 Usage of project management and knowledge management tools.
 Knowledge of the Commission policies and procedures will be an asset (in particular
regarding research grants management).
 Experience in managing user groups and supporting users in order to conclude appropriate benefit decisions for orientation of the IT developments.
 Working experience of JAVA (JEE) technology, JEE 6 environment and standards, EJB3.
