Project Manager with Common Knowledge and Data Management Service, Data Team (23135, min 9 years experience)

We are hiring a Project Manager with Common Knowledge and Data Management Service, Data Team for our prestigious partner DIGIT TM (DG Informatics) in Brussels. DIGIT-TM is a contract from the European Commission for IT services across Europe.

Role Responsibility

Nature of tasks to be carried out (non-exhaustive list)
- Gathering of business requirements from stakeholders, produce documentation
- Guide the IT team in charge of project activities and review their deliverables to make sure they satisfy business requirements
- Collaborate in producing business requirements for information systems aiming at improving data collection, analysis, protection and quality control
- Contribute to defining and monitoring of data quality indicators
- Contribute to implementation of data quality framework, including implementing of data
assurance practices, and managing of data quality processes in collaboration with IT unit
- Support the definition of a data governance framework for DG R&I
- Give proposals for planning, definition of tasks and deliverables in the scope of the position
- Participate in functional working groups and progress meetings, participate in meetings with the project team
- Prepare and maintain project plans, track activities against the plan, provide regular and accurate project status
- Give guidance to the team on usage of wiki, collaborative platforms, project management and agile methodologies
- Provide business support to end users

Successful Candidate

Required knowledge and skills

Proven expertise in:
- Data, reporting and analytics domain
- Project management at the intersection of business and IT
- Data analysis experience, knowledge of data warehouse concepts
- Implementing methodologies in teams (coaching)
- Using, customizing and configuring JIRA ticketing system and Confluence
- Using and implementing agile methodologies, e.g. SCRUM
- Knowledge in one or more of: SAP BusinessObjects, Qliksense, SQL (optional)

Due to the particular nature of a large international organisation such as the European Commission, candidates should also have the following non-technical skills:
- Ability to participate in multilingual meetings (French and English);
- Ability to understand, speak and write in English
- Experience in business analysis and gathering user requirements
- Ease of communication;
- Rapid self-starting capability;
- Ability to work in a team, integrate and work in an international/multi-cultural environment, on
large projects;
- Ability to work with a high degree of rigor and method and, more specifically, to follow naming
conventions and coding standards;
- Details and quality oriented;
- Ability to write documentation and specification in English.
- Experience in reporting methods and skills and ability to give management presentations

Education and Experience
For a Project Manager (profile category 3) level 3, the following minimum educational qualifications and minimum number of years of professional experience are expected:
- A minimum level of education corresponding to level 7 of the European Qualifications
Framework (which typically corresponds to a master’s level or 5 years of higher education).
- A minimum number of years of professional experience in Project Management of 9 years.
Applicants with up to 2 years less professional experience may be eligible, depending on the
quality and fit of their profile.
