We currently have an exciting opportunity for a Project Manager, based in Brussels.

Role Responsibility

TASK DESCRIPTION
Non-exhaustive list of the tasks to be carried out:

  • Manage the implementation of information systems to meet identified business needs, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, schedule, scope and quality.
  • Give proposals for project strategies, planning, definition of tasks and deliverables, review of project deliverables, quality control, risk analysis and management, status reports, problem reporting and management systems, follow up and organisation.
  • Guide the team in charge of project activities and review their deliverables.
  • Lead and contribute to the transition of the development processes towards Agile development methodology.
  • Participate in functional working groups and progress meetings.
  • Estimate costs, timescales and resource requirements for the successful completion of each project to agreed terms of reference.
  • Prepare and maintain project and quality plans and tracks activities against the plan, provide regular and accurate reports.
  • Monitor costs, timescales and resources used, and take action where these deviate from agreed tolerances. Ensure that delivered systems are implemented within these criteria.
  • Manage the change control procedure gaining agreement for revisions to the project from project sponsors.
  • Provide effective leadership for the project team ensuring that team members are motivated and constantly developing their skills and experience.

The Ideal Candidate

WORK ENVIRONMENT/CONDITIONS

  • The methodology used for development is based on Agile;
  • Atlassian suite (including Confluence and Jira)
  • PM2 methodology for Project management or comparable (PMI, Prince2)
  • ITIL for Service management
  • CoRA methodology for Enterprise architecture
  • All documents must be written in MS Word 2010 (or higher).
  • The working languages are English and French.

OTHER PRECISIONS

  • Ability to give business and technical presentations.
  • Ability to apply high quality standards
  • Ability to cope with fast changing technologies used in application architecture and design
  • Ability to participate in multilingual meetings
  • Ability to understand, speak and write in English (at least B2). French is a plus.
  • Ability to work in a team
  • Ability to work with a high degree of rigour and method and, more specifically, to follow naming conventions and coding standards
  • Ability to work in multi-cultural environment, on a large project

SPECIFIC EXPERTISE
The service provider shall have the following expertise:
Expertise in Project management:

  • Certification in the Commission’s project management methodology: PM2 or comparable (PMI or Prince2)
  • Good knowledge of project management standards, practices and tools
  • Good technical understanding of software engineering, with deeper knowledge on any of the following areas: software development, testing, relational or text databases.
  • Excellent knowledge of Agile/Scrum, certification preferred.
  • Good understanding of the use of Atlassian suite for project management purposes
  • Good reporting skills and experience
  • Excellent presentation skills
  • Leadership capabilities: ability to inspire and lead a (project) team to high performance and excellent collaboration
  • Ability to apply high quality standards to all tasks
  • Ability to participate in multi-lingual meetings, good communication skills.
  • Capability of working in an international/multi-cultural environment, rapid self-starting capability and experience in working in team, understanding the needs, objectives and constraints of those in other disciplines and functions.

Expertise in Business analysis:

  • Knowledge of modelling practices and techniques (e.g. BPMN, UML or ERD)
  • Knowledge of functional and non-functional requirements
  • Knowledge of business analysis tools (e.g. Aris)
  • Good understanding of Web security and GDPR standards
  • Good understanding of User Experience Design

Expertise in software engineering and Agile:

  • Excellent knowledge of software development methodologies (e.g. Agile/Scrum)
  • Extensive experience in agile projects and the use of Atlassian suite (Jira and Confluence
  • Experience in integration projects.
  • Good understanding of Service Oriented Architecture
  • Good understanding of Enterprise Architecture
