Main Responsibilities

Key Purpose

The role provides experienced leadership and expertise to the creation, implementation and management of a high-performing Procurement Services function.

The role has global leadership accountability for the design, build, implementation, management and continuous improvement of fit-for-purpose and affordable Procurement processes and services that support Procurement policy and strategy and wider business needs.

The role leads the management of Serco’s third party Procurement Delivery Partner and other suppliers ensuring that services are delivered compliantly to contract and policy, achieving target business outcomes and high levels of customer satisfaction and within budget.

Reason for role

Serco spends approximately £1.4bn globally with third party suppliers every year.

Procurement supports the business by understanding business requirements and providing innovative solutions from the supply market throughout the business lifecycle that reduce cost, improve service and quality and protect the business from risk.

Procurement is responsible for managing all third party supplier arrangements including sourcing and contracting and supplier and contract management to deliver competitive advantage to Serco.

Structure and reporting relationship

  • Member of the Procurement Leadership team and reports to Director of Procurement.
  • Manages 3 employees as direct reports with a further 1 employee in the reporting line initially, this may expand in the future as Regions are adopted into the Procurement Operating Model.
  • Global lead for service design and delivery management of Serco’s third party Procurement Delivery Management across the end-to-end Procurement process.
  • Engages and works across the Procurement function globally with Procurement Business Partners, Category Management and Serco’s third party Procurement Delivery Partner.
  • Engages and works with key stakeholders globally across Group, Corporate Shared Services, Divisions, Business Units, and Contracts.

Key accountabilities

  • Accountable for design, implementation and delivery of Procurement services and processes globally including the management of Serco’s third party Procurement Delivery Partner ensuring that performance targets are achieved and continuous improved.
  • As a key member of the global Procurement Leadership team, the Head of Procurement Services will have joint responsibility with the rest of the Procurement Leadership Team for the development and implementation of Serco’s Procurement Strategy, Policy and Standards.
  • Form and establish the Procurement Services function as part of the Procurement Transformation programme and extend globally to the Regions in line with the Procurement Target Operating Model.
  • Lead and develop a high-performing and engaged Procurement Services team including any regional services management roles created as the Procurement Operating Model is implemented in the Regions.
  • Budget holder for the Procurement Services function including service fees for third party Procurement Delivery Partner.
  • Lead the design, build, implementation, management and continuous improvement of fit-for-purpose and affordable Procurement processes and services including Spend Analytics, Supplier and Market Intelligence, Category Management Support, Sourcing Execution, Spot Buy, Supplier and Contract Management, Procurement Helpdesk, Procurement Data Management and PCard Management that drive global standardisation, support Procurement policy and strategy and meet business and customer requirements.
  • Actively maintain knowledge of Procurement best practices and assess Serco Procurement against them.
  • Own and manage the Procurement Services Risk Register to Group standards ensuring appropriate mitigation.
  • Accountable for Procurement Services compliance with SLAs and KPIs.
  • Develop and manage a performance management framework incorporating high-level objectives, metrics, targets, regular reporting, management review and action plans that steer the Procurement function.
  • Track cost, performance, customer satisfaction and compliance across all services, ensure that strategy and plans are refined, or improvement or corrective actions are initiated and implemented as required.
  • Collaborate with Business Partnering, Category Management and Serco’s third party Procurement Delivery partner to ensure a clear and prioritised demand pipeline for Procurement services.
  • Lead the management of Serco’s third party Procurement Delivery Partner and other suppliers ensuring that services are delivered compliantly to contract and policy, achieving target business outcomes and within budget.
  • Accountable for setting up and running a robust governance with the BPO team and internal Serco stakeholders.
  • Accountable for ensuring the robustness of process for management of day to day incidence management, service reporting, capacity planning and non-compliance interventions.
  • Initiate and drive the roadmap implementation of continuous improvement and change projects to support Procurement strategy and goals including identification of step change strategic improvements.
  • Accountable for ensuring timely / satisfactory closure of audit observations and compliance reviews.
  • Be a Procurement role model by living Serco’s values, consistently delivering to the high standards expected in Procurement and promoting Procurement through engagement with key stakeholders.
  • Comply with and expect compliance with Serco Procurement Policy, Standards and Standard Operating Procedures and act within limits of delegated authority.
  • Empower all team members with good line management in accordance with Serco Management System.

Successful Candidate

Essential technical and professional skills, knowledge and qualifications

  • Graduate calibre with a Bachelor’s degree.
  • Post-graduate qualification (e.g. MSc/MBA) or a professional qualification such as MCIPS is desirable but not essential.
  • Has the Leadership Behaviour and Capabilities stated as most critical to this role.
  • Ability to ‘sell’ Procurement.
  • Possesses strong business acumen, able to understand complex business needs and drivers and identify ways for Procurement to address.
  • Has advanced experience and knowledge of procurement best practice and processes covering Category Management, Sourcing, Supplier Management and Purchase to Pay.
  • At least ten years senior management experience demonstrating a consistent track record of delivery within large and complex Procurement organisations.
  • Will have worked in a complex changing environment with demanding business objectives in a competitive market sector.
  • Demonstrates previous experience of creating, building, leading and managing successful Procurement teams.
  • Demonstrates previous experience and ability to motivate, lead, coach, mentor and develop staff and enhance their performance and fulfil their future growth potential.
  • Track record of strong thought leadership and delivery in procurement transformation and improved procurement practices.
  • Has previous experience of managing delivery of services provided by an outsourced partner.
  • Demonstrates extensive track record of developing and maintaining strong senior stakeholder relationships up to MD and Board level.
  • Possesses excellent communication skills with the ability to influence and sell at multiple levels especially senior and to Board level.
  • Has a strategic mindset while being flexible to local differences and creative to encourage and seek innovative approaches.
  • Is familiar with relevant legislative and regulatory requirements.
  • Demonstrates personal and professional credibility and resilience.
  • Planning, organising, analytical and fact based decision making skills.
  • Attention to detail and ability to produce quality deliverables within required timescales.

  • The role will start with a focus on the UK but will extend globally to other Regions in phases as a single, global procurement operating model is implemented by the Procurement Transformation programme.
