We are hiring a MS Excel consultant for our prestigious partner DG Mare in Brussels. DF Mare is a contract from the European Commission that proposes and manages fishing quotas for the North East Atlantic for shared stocks negotiated with the United Kingdom, Norway and other Coastal States.

Main Responsibilities

As MS Excel consultant you will be responsible for:

  • Integrate all the provisional ad-hoc calculations made in the IT tools or on separate Excel sheets into one single and standard version of the IT tools. The reference used to compare will be the IT tool pre-Brexit.
  • Adapt and create new formula links and calculations for difficult exceptions and stocks (ex: Mackerel) to cater for the addition of a new third country and the division of the stock allocations at certain points of the calculations.
  • Carry out testing with the help of the relevant desk officers to make sure that output is in line with the objectives, and that desk officers can take over for the usual use of the IT tool in view of the upcoming fishing opportunities exercise.
  • Prepare the IT tools for all the following years of the transition period under the TCA: adapt the relative stability keys of TACs that will change each year until 2026, by creating separate versions (or one manually adaptable version) of the Excel sheet that will be used for each of the years.

Successful Candidate

You will work at DG MARE's IT sector and you will be able to balance work and family life. We are committed to a diverse workforce and enjoy multiculturalism. For practical reasons, English is the internal working language while French may be needed for communication with external stakeholders. Any other language is considered and advantage.
We expect you to be able to team work and communicate in such environment, to be strong teamplayers. Good communication skills are critical to the success in this job. You should be able to talk with peers and communicate both in technical and non-technical terms with other colleagues, including business stakeholders. Critical thinking, proactivity and forward looking are compulsory.
The applications for control of fisheries are rather complex and need an important knowledge of applicable legislation to understand business requirements. Willingness to learn the underlying business concepts, processes and modules is essential for the execution of the tasks.

Education and technical expertise

  • Desirable : MO-201: Microsoft Excel Expert (Excel and Excel 2019)
  • Task automation using macros and VBA
  • Building complex formulas
  • Cell formatting
  • Managing large datasets with functions: IF, SUM, INDEX, MATCH, VLOOKUP
  • Task automation
  • Creating dynamic reports with PivotTables
  • Manipulate date, time, text, and arrays
  • Building charts and graphs

Languages

  • Fluent in English. French is an asset.
  • Documents will be written in English.
