IVQ Engineer

On behalf of our team in France, we are looking for an experienced IVQ Engineer who will join the team in CNES and work on a hybrid setup. 

The successful candidate will provide support to this service which provides Operations Engineering support for EGNOS (European Geostationary Navigation Overlay Service), Europe’s Satellite-Based Augmentation System (SBAS), assisting the ESA EGNOS Project Office with integration, verification, and qualification activities. It contributes to the development of EGNOS V3 (EV3), which will enhance Safety of Life services for civil aviation and extend applications to maritime and railway users. The work also supports related SBAS initiatives such as ASECNA’s ANGA project for equatorial Africa and Madagascar, ensuring effective development, implementation, and qualification of next-generation SBAS systems including EV3, EV2, ANGA, and E-Next.

Main Responsibilities

  • Follow the activities of Industrial prime contractors and developing subcontractors in the IVQ domain for EGNOS EV2, EV3, EGNOS evolution projects or any other project of the EGNOS and SBAS Division
  • Assess the engineering of IVQ phases, follow-up of the design of the IVQ strategy for Factory Qualification Reviews (FQRs) and System Qualification Reviews (SQRs)
  • Supervise industry’s system verification activities (on factory and on-site), including the planning of the test campaign, the assessment of test cases and test procedures, the review of test reports and the Verification Control Documents (VCDs), supporting the associated inspections, test readiness reviews, test review boards, S-FQRs and S-QRs
  • Supervise the acceptance onsite of EGNOS subsystems
  • Monitor industry’s activities concerning the configuration of the test platform (unclassified and classified) and the management of the configuration database
  • Supervision of the specification, design, procurement and development of IVQ tools and means used as part of EGNOS and SBAS Division projects
  • Participate to Progress meetings with Industry (physical participation, remote to be agreed with TR case per case) 
  • The EGNOS Development and IVQ section coordination activities (physical participation, remote to be agreed with TR case per case)
  • Participate in Non-conformance review boards
  • ESA’s technical control boards in the IVQ domain
  • Prepare statements of work or change requests, as well as the assessment of change notices
  • Ensure coherency between subsystem IVQ activities and system IVQ constraints
  • System level reviews in the A-IVQ area of expertise
  • Follow-up of the development, implementation, verification and qualification activities of virtualised architectures of SBAS systems
  • Galileo’s Verification activities

Deliverables:

  • Monthly status reporting supporting the service KPI collection and detailing activities and action items status. 
  • Weekly reporting of progress/issues during the EGNOS V3 Subsystem Coordination meeting.
  • Report to the EGNOS AIVQ manager the main outcomes from meeting, workshops, key points attended by the service, within 3 working days. Site visit and mission reports (as needed) 
  • RIDS raised for reviews or key points participated by the service, and synthesis of review status and main issues all along the review process

Successful Candidate

Essential Requirement:

  • Fluency in English, both speech and writing
  • Experience in GNSS Ground Segment development and IVQ activities
  • Knowledge and experience in the development cycle following DO-178/DO-278/DO-254 standards
  • Knowledge and experience in defining system verification approaches and running test phases
  • Knowledge of the security domain, security design best practices and security accreditation processes
  • Knowledge of virtualised architectures
  • Experience in managing and monitoring industrial contractors and holding industrial reviews
  • Autonomy in writing technical notes, specifications and reports in English
  • Good inter-personal skills and team spirit and previous working experience in a multinational environment
  • Familiarisation with both the space and ground segment and all their respective sub-systems.
  • Familiarisation with general training schemes and methods

Desirable Requirements:

  • Fluency in French, both speech and writing
  • Familiarity with the verification of Ground Segment Operational Concept (CONOPS), operations requirements (OPSREC), Maintenance and ILS Plans and procedures
  • Knowledge of Reliability, Availability, Maintainability, and Safety (RAMS) requirements and IVQ of safety critical systems
  • Experience in ESA procurement processes and contract management as well as applied negotiation skills
