Main Responsibilities

You will provide support to the operations and evolution of the EUMETSAT data and information access services, with a particular focus on “pull-based” services such as web services, online data access, etc. You will provide guidance and support to the users on how to best use the web services provided by EUMETSAT. In addition you should support the enhancements of these services to produce a better user experience.

 

The following web services are provided by EUMETSAT, several are multi-satellite mission services, incorporating elements relating to the Copernicus Sentinel-3 satellite data, and one is a dedicated solely to Copernicus Sentinel-3 data download:

  • EUMETView – web imagery service based upon Web Map Services (WMS) technology using Open Geospational Consortium (OGC) standards;
  • User Notification Service – operational information service providing status information on satellite services;
  • EO Portal – portal for customer registration and single sign-on;
  • Product Navigator – an OGC catalogue of products and services;
  • Online Data Access – data download service for Copernicus Sentinel-3 marine data.

 

The following enhancements to the web services of EUMETSAT are envisaged:

  • Enhancement of EUMETView to incorporate Web Coverage (WCS) and Web Feature Service (WFS) capabilities;
  • Online Data Access for other EUMETSAT satellite data;
  • Hosted processing services;
  • New Copernicus data and information services, including big data advanced functionalities.

 

Your main tasks will be:

  • Provide first line support, including first investigation, to user enquiries relating to the web services;
  • Prepare user support material, e.g. online help documentation and video tutorials;
  • Perform daily monitoring of some of the online systems to report upon system performance;
  • Prepare and analyse usage statistics reports;
  • Prepare and update end-user requirements and use cases for these web services;
  • Prepare validation test scripts and perform operational validation tests;
  • Support the conception and operations of an enhanced Copernicus data and access service in relation with existing Copernicus Entrusted entities such as Mercator-ocean for Copernicus Marine Environment Monitoring Service (CMEMS), ECMWF for Copernicus Climate Change Service (C3S) and Copernicus Atmosphere  Monitoring Service (CAMS).

Successful Candidate

Essentials

In addition to having a university degree, or equivalent, in a related discipline, you should meet the following essential criteria:

  • A good understanding of the technology behind OGC WMS, WCS and WFS services coupled with extensive experience in tailoring these service for specific user communities;
  • Experience in preparing user guides to support the use of web applications;
  • Experience in writing end-user requirements and use cases for web applications;
  • Knowledge of HMTL5, JavaScript, UI design with a focus on usability  and seamless user experience;
  • Experience in writing validation test scripts with Python and Bash;
  • Knowledge of XML, ISO 19115 metadata standards for data discovery;
  • Experience in using API, such as REST API for data delivery, and  web-based 2d and 3d scientific data visualization;
  • Knowledge and experience is required of software development lifecycles, system testing for Earth observation systems and use of test data and tools for supporting this;
  • Good understanding of performance metrics, performance testing and service levels for web-based data services;
  • Good English writing skills;
  • Knowledge of MS Office;
  • High-level of autonomy in working arrangements and the ability to apply initiative and creativity in the execution of tasks.

 

This will be demonstrated through a minimum of 5 years of progressively responsible experience in relevant disciplines.

 

You should be able to conduct all activities in an orderly and disciplined manner and must be able to work with the minimum of supervision.

 

Fluency in English is mandatory and a working knowledge of French would be an advantage.

 

Desirables

Furthermore, it would be a distinct advantage for the key person to have experience with:

  • An initial experience scientific software development (e.g. R, Python) would be an advantage;
  • Processing and visualising atmospheric and marine environment satellite data and their integration with other data sources;
  • Experience in deploying web services in a matrix organization.
