Role Responsibility
The following tasks will be requested by the Commission:
• Provision of advice and assistance in the following area:
- IS Quality & audit:
• IS development cycle quality control and evaluation,
• Assistance in the implementation of the Contracting Authority's
project management methodology,
• Day-to-day analysis and follow-up of incidents,
• Advise to the IT management in areas such as capacity
management, contingency planning, IT service continuity
management, automation of repetitive tasks, security,
• Assistance in the testing, evaluation of the technical
documentation, the training material, the deployment and the
reporting,
• Advise to the IT management and assistance with evaluating and
testing products,
• Assistance in change management;
- IS Requirement analysis:
• Analysis of user requirements, data analysis, data modelling,
• Production of design and analysis models, implementation models
based on Enterprise Architect;
- Enterprise architecture:
• Analysis of business processes,
• Data flow analysis,
• Analysis and implementation of data extraction, transfer and load
using SAS-ETL (SAS v9.3),
• Analysis of business and user requirements, and implementation of reporting facilities with Business Objects XI tools,
• Perform database administration tasks,
• Perform administration of applications, and in particular BO-XI
environment,
• Installation and configuration of application components and
software; write specifications and development of reporting
facilities with Business Objects XI,
• Monitoring of application usage and performance.
• Assistance in the testing, the technical documentation, the technical training, the deployment, the evaluation and the reporting
• Participation in technical working groups, progress meetings and meetings with the users and the team in charge of the IT systems providing data to the CORDA system
• Report to Commission management on progress and issues relating to the CORDA-related systems.
The persons selected will be working full time with the project leader who is officially responsible for the applications from the Commission perspective.
Successful Candidate
Knowledge and skills:
• In depth knowledge of information systems matters
• In depth knowledge in IT consulting matters
• In depth knowledge of modelling and design tools (Enterprise Architect)
• In depth knowledge of development environments (SAS and Business Object)
• Strong capacity in preparing and writing studies
• Strong capacity to give high-level presentations.
• Ability to apply high quality standards
• Ability to participate in multi-lingual meetings, excellent communicator.
• Capability of working in an international / multicultural environment
Personal skills:
• Ability to in write and present studies in a clear and comprehensive manner
• Ease of communication written and orally in EN, ability to understand FR
• Commitment to excellence in professional work
• A keen sense of teamwork, a flexible approach, strong interpersonal and
communication skills
Education and Experience:
• University degree with minimum 4 years experience in IT
OR
• Non-university degree with minimum 8 years experience in IT.
• Minimum 2 years experience in IT consulting
• Proven experience with quality procedures
• Minimum 2 years experience in the realisation of studies in the domain (e.g. quality, security, requirement analysis, technical domain)
Optional Specific Expertise:
• Knowledge of Project / Service management methodologies (PRINCE2 and ITIL),
• Minimum 3 years in the development tools / environments / languages:
- SAS ETL
- Business Objects
