We currently have an exciting opportunity for a Geographic Information Systems Expert, based in Brussels.

Role Responsibility

The objective of the GIS technology expert is to provide expert advice on the development, maintenance, and further evolution of our client's web based interactive GIS applications architecture that:

  • Enable external user to interactively look up the geographical location of Projects of Common Interest (Energy sector);
  • Enable external users to securely submit and manage in a user-friendly way geographical information to INEA, in line with the applicable TEN networks (Transport and Energy);
  • Enable internal users to consult the location of CEF funded actions in combination with other EC geodata, for various business purposes related to the CEF action lifecycle management;
  • Enable internal users to perform streamlined geodata and fiche map validation for CEF submitted proposals;
  • The GIS technology expert will also provide expert advice on the automation of GIS desktop processes (Arcmap/ArcGIS pro) and GIS dataflows (ArcGIS modelbuilder/arcPy).

The tasks of the GIS Technology expert include:

  • Provision of expert advice on architecture and management of ESRI ArcGIS server environment and its strategic evolution over the next years;  review of externally hosted GIS server infrastructure;
  • Provide solution patterns and best practices for ESRI ArcGIS web-based client applications and services, and ensure their implementation;
  • Provide solution patterns and best practices for ESRI ArcGIS desktop solutions for the automation of GIS processes and data flows;
  • Proactively contribute to the elaboration of functional and non-functional requirements;
  • Proactively contribute to security assurance and risk assessment activities related to the INEA GIS infrastructure.

Successful Candidate

  • Deep knowledge of ESRI ArcGIS 10.6 (or higher) server products, including ArcGIS server, ArcSDE, and ArcGIS portal;
  • Extensive experience in configuration, best practices and optimization of ArcGIS server platform implementations;
  • Extensive experience in architecture and development of interactive web based GIS client applications;
  • Extensive experience in providing solution patterns for GIS web development;
  • Extensive experience in JavaScript API for ArcGIS server;
  • Capability to work in a multicultural environment, and proactively participate in multilingual meetings (English/ French);
  • Good communication skills;
  • Capacity to write clear and structured technical documentation;


  • Extensive experience in providing GIS desktop solutions, geoprocessing and dataflow automation for ArcGIS;
  • ArcGIS Server, SDE and geodatabase administration expertise;
  • Oracle RDBMS, PL/SQL, SQL;
  • Java/J2EE;
