Role Responsibility

Serco Europe (SE) has a vacancy for a General Manager to be based in central Brussels.

The purpose of the job is to be the principle point of contact and take local responsibility for Serco’s business in both Belgium and  Luxembourg. The person in this position acts as the anchor for the staff and managers operating within this geographic area and provides the conduit into the remainder of SE.

Main responsibilities:

Strategy Maintenance & Implementation

  • Assisting in the development of the in-country strategy for taking the business forward over the next five years.
  • Ensure that the business is structured and resourced to deliver the current operations and future developments.
  • Ensure all corporate and divisional requirements are carried out where appropriate in the business.
  • The General Manager will report to the MD Europe. 

Business Planning

  • Develop and own the annual and medium-term business plans.
  • Coordinate the business plan inputs from the contract managers into a complete country plan showing business growth, cash flow, sales, costs, contract margins and profit. (monthly, quarterly, annually).
  • Present the business planning information quarterly or as required.

Business Management

  • Ensure that the day to day management of contracts is on a business-like basis and that staff are managed correctly in their operational tasks.
  • Ensure that suitable support resources, services and processes are available to the Contract Managers to enable them to manage their responsibilities correctly.
  • Ensure that any problems, customer or staff issues are dealt with in a timely and effective way.
  • Liaise on a regular basis with key customers in Belgium and Luxembourg and gather feedback on the performance of Serco as seen by them. Where there are complaints or shortcomings identified the General Manager must respond with urgency.
  • The General Manager must review all risks to the business on a regular basis and maintain a risk register that demonstrates how the risks are managed and what actions are in hand to reduce or mitigate risks.
  • Ensure the business is run in accordance with our Governing Principals
  • Ensure Corporate Social responsibility is embedded within business as a whole.

Staff Management & Training

  • The General Manager must be involved in the recruitment of all key staff and ensure that the composition of the support staff is well balanced and able to function in line with the Serco key imperatives.
  • Ensure HR support is provided to staff as appropriate e.g. in maintaining an acceptable work life balance.
  • Ensure that there are training plans for staff and that training is offered to everyone. ​

Financial Management

  • Oversee the operation of the finance department to ensure efficiency and GFCM compliance
  • Ensure that all financial data and transactions are monitored and audited
  • Manage and control departmental expenditure within agreed budgets.

​​Legal & Corporate Obligations

  • Execute the responsibilities of a company director according to lawful and ethical standards, as referenced in Belgium law.
  • The General Manager must ensure that all staff have a safe place to work. This is in part achieved by ensuring that all legal Health and Safety legislation under Belgium law is complied with in all respects.

Successful Candidate

Mandatory capabilities of a successful candidate:

  • Extensive experience within a Service environment.
  • Have a proven capability to direct a business.
  • Proven experience in a Business Development leadership role.
  • Understand the Serco business planning processes and cycles.
  • Have experience in managing and growing a business.
  • Be capable of managing medium sized company financial matters.
  • Deal with high level customers in other organisations.
  • Be able to apply good business governance.
  • Understand the Serco principles of “support” to contracts.
  • Understand people and be able to engage in people related issues.
  • Be able to assess people for suitability in Serco roles.
  • Identify and develop future leaders.
  • Respect the cultural differences in a multinational workforce.
  • Experience gained in IT and/or Facilities Management would be advantage.
  • Fluent French, Dutch and English language capability is mandatory.
  • Energetic and positive leadership style.

Nice to have:

  • EU institution experience
  • IT management service
  • FM experience.
