We are hiring an Expert product owner for our prestigious partner DIGIT TM (DG Informatics) in Brussels. DIGIT-TM is a contract from the European Commission for IT services across Europe.

Role Responsibility

As an Expert product owner you will be responsible for:

  • Facilitate building a new way of working and Lean culture for Dev, Sec and Ops Teams following Agile@Ec and SAFe methodology.
  • Lead and coach mixed DevSecOps teams with developers, analysts, testers operation and infrastructure specialists.
  • Support and advice development teams at EC willing to adopt DevSecOps practices and Agile/Safe practices and culture.
  • Implement best practices into DevSecOps pipeline.
  • Enhance automation reporting and monitoring/alerting.
  • Implement deployment automation, infrastructure system.
  • Defining and ensure compliancy to SLA metrics and escalation procedures.
  • Implement build plans for JEE and Angular projects in a continuous integration tool (Bamboo, Jenkins, Gitlab, AWS).
  • Document and provide training on the procedures in place.

Successful Candidate

KNOWLEDGE AND SKILLS
Following skills and knowledge are required for the performance of the above listed tasks:

  • Rapid self-starting capability. Excellent interpersonal and communication skills.
  • Excellent knowledge broker.
  • Delegation and decision-making skills
  • Good knowledge of applications design. Good knowledge of architecture best practices and patterns. Familiarity with microservices and architecture in the cloud. Knowledge of interoperability technology (web services, message-oriented middleware, event architecture), applications design and Relational DBMS.
  • Ability to cope with fast changing technologies used in application architecture and design.
  • Excellent interpersonal and communication skills
  • Ability to participate in multi-lingual meetings, ease of communication.
  • Good redaction skills.
  • Ability to give technical presentations.
  • Ability to apply high quality standards.
  • Ability to participate in multi-lingual meetings.
  • Capability of integration in an international/multi-cultural

Due to the particular nature of a large international organisation such as the European Commission, candidates should also have the following non-technical skills:

  • Capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in team;
  • Ability to participate in multilingual meetings;
  • Ability to work in multi-cultural environment, on multiple large projects;
  • Excellent Team Player
  • Ability to understand, speak and write English C1 and French B2
  • High degree of discretion and integrity is required as the applications managed and maintained in [DIGIT B3] contain personal and confidential data

SPECIFIC EXPERTISE
At least 3 years of specific expertise in

  • Working experience with the following tools: JIRA, Big Picture, Confluence, Bamboo, IBM RTC
  • SAFE 4(4.5) and Agile@EC proven knowledge or certifications
  • DevSecOps activities in setting up of continuous integration and developing automated deployments with tools such as Jenkins CI/CD;
  • Knowledge of service monitoring technologies. Experience in Prometheus and Grafana
  • Good understanding of full stack architectures principles, Web security: experience in at least one set of technology (JEE, Node JS/Express, Python, Angular, React…).
  • Experience in release management tools and continuous deployment tools.
  • Testing automation and end-to-end testing.
  • Experience in Container Management (Docker, Kubernetes clusters).
  • Experience in cloud based development (AWS web services).
  • Experience with SonarQube and/or other equivalent tools.
  • Must have decent knowledge in Java, IBM DB, Oracle, Redhat, Tomcat;
  • VDI roll-out and virtualization

CERTIFICATIONS & STANDARDS:
Following certificates & standards are required for the performance of tasks:
Mandatory certification (one of):

  • Certified Scrum Product Owner (CSPO),
  • Professional Scrum Product Owner (PSPO),
  • SAFeProduct Owner or equivalent.

Optional certifications:

  • ITIL certification above ITIL foundation (or equivalent).
  • Project management certification such as Prince2, PM² or equivalent
