Ethics & Compliance Manager - Europe

Role Responsibility

Here at Serco Europe, we have a fantastic opportunity within our Legal team for an Ethics & Compliance Manager for Europe, who will be promoting ethics and compliance to the business, and ensuring the relevant legal, policy and regulatory requirements are embedded into the operations.

You will also be responsible for performing investigations into serious incidents and allegations to enable informed decision making by senior management and for appropriate strategies and actions to be taken to protect company interests and reputation.

This role will report into the Chief Legal Officer, Europe (dotted line into the Head of Ethics & Compliance, UK & Europe Division).

Key accountabilities:

Manage Speak Up

  • Speak Up is the primary mechanism for reporting ethical concerns within Serco. The role will be responsible for the triaging, monitoring and reporting of ethical issues raised via the Speak Up process. It will also ensure that appropriate and timely feedback is given to those who raise concerns via the Speak Up process in line with the Group Standard Operating Procedure and be accountable for managing the Speak Up IT system, ‘Ethics Point’, including updating so the system is an accurate reflection of reality at any point in time.
  • Ensure all Speak Up cases are managed and investigated according to the requirements of the individual laws implementing the EU Whistleblowing Directive.

Corporate Investigations

  • Undertake corporate investigations as directed and as defined in current relevant GSOP’s.
  • Help ensure issues are accurately assessed, investigated and concluded in a timely fashion.
  • Report findings and recommendations to the Chief Legal Officer, Europe and to the Head of E&C, UK & Europe Division.

Third Party Due Diligence

  • Manage the legal and regulatory risk to Serco by conducting due diligence on existing third party suppliers and new suppliers coming in through on-boarding and bidding processes.
  • Ensure red flag risks are mitigated appropriately.

Ethics and Compliance Champions Network

  • Promote ethical and legal awareness throughout the business by managing the E&C Champions Network.
  • Manage the Network ensuring full representation of ambassadors from across all business units.
  • Provide promotional material and reports, schedule and host quarterly meetings, produce agenda, update minutes and ensure all ethical work and updates are cascaded down through the Network.
  • Advise upon ethical concerns raised by the E&C Champions.

Anti-Bribery and Corruption

  • Manage the risks to Serco from any bribery and corruption activities across the business. Promote ABC awareness, ensure ABC Health Checks and Action Plans are complete and monitor and report ABC incidents if occurred.

Modern Slavery & Human Rights

  • Promote awareness and initiatives to raise the importance and risks of MS/HR throughout Serco and its supply chain. Involve relevant business areas, external specialists and other resources as required.

Conflicts of Interest

  • Promote awareness of the risks that CoI can be to Serco through relevant communications and materials.
  • Ensure managers and affected employees utilise the register and all conflicts are reported and managed appropriately.

Successful Candidate

What you’ll need to do the job

  • Ability to be a role model for the core Serco values of Trust, Care, Innovation, and Pride
  • Ability to build strong collaborative relationships and provide clear and concise guidance to managers
  • Demonstrable experience of delivery of successful compliance and business conduct & ethics programmes in a large and complex organisation
  • Deep knowledge of key compliance laws and regulations under European jurisdictions
  • Relevant investigation experience as investigator
  • Ability to think strategically and balance strategic and short-term priorities and objectives
  • Persuasive and clear verbal and written communicator
  • Language capabilities: fluent in English and German. French desirable but not essential.
  • Qualified lawyer in one of the EU jurisdictions.
  • 7 years of experience with Public Sector.
