As subcontractor, Serco Italia S.p.A. is currently looking for an Earth Observation User Requirements Expert (database and web-based applications development) to join our great team in Ispra (VA)!

Role Responsibility

Are you looking to secure a career in a public sector environment? We would love to hear from you! 

As Earth Observation User Requirements Expert (database and web-based applications development) you will be responsible for:

  • Design, implement and maintain a KCEO Policy Requirement Database: define structure, formats, metadata for needs/requirements, survey with User DGs on requirements for EO products, services and interfaces.
  • Support the translation of policy needs into quantitative requirements (EO value chain assessment) and link with Copernicus products catalogue. Populate the KCEO policy requirement database with existing compiled needs/requirements.
  • Develop a web interface to access and query the database and to produce summary output, tabular or graphical, for specific policy areas.
  • Support in depth assessment of current and potential usage of EO in specific EU policy areas by carrying out ad hoc analysis and integration of relevant EO products and deriving targeted indicators.
  • Design and develop web-based tools (interactive maps, dashboards) to implement and demonstrate the integration of products and added value results to policy makers, i.e. user interface for the “last mile”.

Successful Candidate

Your skills: 

  • Good knowledge of relational database management, spatial extension, spatial database design (e.g. PostgresSQL/POSTGIS, UML).
  • Good knowledge of scripting and programming languages for data and geo-data processing and analysis (such as e.g. R, Python)
  • Good knowledge of development of web-based applications and mapping (e.g., GeoServer, Leaflet).
  • Good knowledge of GIS software and libraries (QGIS, ArcGIS, GDAL)
  • Good knowledge of EO data analysis and processing skills (quality check, data transformation and conversion, integration, statistical analysis)
  • OS: Linux
  • Experience with large datasets processing
  • Knowledge of statistical modelling
  • Good knowledge in the field of environmental science
  • Very good writing and presentation skills reporting scientific documentation
  • Very good English proficiency
  • Knowledge of existing EU policies and of INSPIRE regulations as asset
