The Joint Research Centre (JRC) is the European Commission's science and knowledge service which employs scientists to carry out research in order to provide independent scientific advice and support to EU policy. As subcontractor, Serco Italia S.p.A. is currently looking for an Earth Observation Data Scientist (Linux/Python) to join our great team in Ispra (VA)!

Main Responsibilities

Task 1; Work in close collaboration with the JRC D.5 staff who support the MS Regions on the implementation of the new CAP control methods, providing expert advice and guidance to the technical choices.

  • Understand Member States IACS/LPIS systems, and their constraints in their methods development;
  • Support the Member States in their technical implementation; report on the status of advancement periodically (6 months reporting)
  • Develop and run demonstrations for selected Member States, addressing the various constraints, especially related to data use and analytical needs;
  • Liaison with the JRC D.5 staff, the MS Administrations and DG AGRI

Task 2; Support and consolidate, and enhance performance of, chosen processing facilities (DIAS instances), or other cloud based processing facilities, providing:

  • Expert advice to the definition of the data flow and consolidation of the software environment
  • Expert advice to the integration of the production environment and consolidation of the software environment;
  • Contribute to open source component use and programming efforts to combine these components in relevant workflow;
  • Support experimentation with advanced programming methods that integrate relevant new data streams and analytics;
  • Contribute to and maintain the D.5 open source repository (github.com/ec-jrc/cbm) and related documentation;
  •  Expert advice to the operations of the production chain and the analysis of the results;
  • Liaison with other JRC teams, in particular JEODPP on DIAS use issues;
  • Liaison with the DIAS support staff (or other processing facilities staff)

Successful Candidate

Required experience with

  • Linux deployment and management preferably in a cloud environment 2
  • Python programming
  1. numerical programming (e.g. numpy, pandas, scipy) and geospatial data processing (gdal, rasterio)
  2. scientific analysis and visualisation environment (e.g. JupyterLab, advanced plotting)
  3. advanced python use in parallel processing (e.g. multiprocessing, dask)

  • Knowledge of other EU language(s) is an advantage

  • A good understanding of the EU CAP and its relevant regulation; on the spot checks, LPIS, and monitoring;
  • A good understanding of [Copernicus] Earth Observation infrastructure, and its use in agricultural monitoring and control applications;
