The Bio-Economy Unit (JRC.D.1) coordinates the Knowledge Centre for Bioeconomy (KCB): a European Commission initiative on better knowledge management for policymaking on the bioeconomy. The KCB brings together data and information from within the JRC and from many other sources, ensuring that knowledge (explicit and tacit) is timely available and accessible to support policy needs. Information technology (IT) plays a crucial role in enabling knowledge management processes, including capturing, using, and disseminating the knowledge effectively. To this end, the KCB employs a suite of information systems and tools that require constant and effective collaboration between IT professionals and the scientific staff that generate or manage knowledge in different fields of the bioeconomy. In this context, the overall objective of this contract is to support the KCB’s knowledge management function, by coordinating and managing the implementation of supporting information systems and tools.
As Bioeconomy Project Manager you will be responsible for:
- Manage the further development of information systems and tools currently used at the Knowledge Centre for Bioeconomy (public KCB website and KCB country dashboard, KCB NewsDesk text-mining tool of the European Media Monitor and KCB data service, online workspace for KCB CoP), working closely with the contributing JRC scientists and IT professionals and facilitating their effective interaction; the service provider will, in particular, act as project manager of the KCB NewsDesk text-mining tool of the European Media Monitor, of the KCB web presence and data service and Community Manager for the KCB Community of Practice.
- Prepare proposals for new information systems and of interactive online tools (e.g. on food waste) to meet identified business needs and will oversee their design and implementation•Process, quality control and analyse underpinning bioeconomy datasets and support data interpretation•Prepare and maintain project and quality plans and tracks activities against the plan, provide regular and accurate reports
- Provide expert advice on web-based and other knowledge syntheses, including data visualisation solutions, dashboards, and other interactive tools.
- Participate in progress review meetings, working groups and meetings with KCB stakeholders.

Successful Candidate
Specific expertise
- Profound knowledge of the bioeconomy.
- Experience in bioeconomy related data processing, quality control, analysis, interpretation and synthesis.
Education and technical expertise
- Expertise in implementing information systems and online tools
- Ability to interpret, analyse and structure data in order to create clear, compelling knowledge syntheses, including data visualisations and dashboards.
- Ability to interact with user communities and translate user requirements into technical actions;
- Good knowledge of project management standards and methodologies
- Very good oral communication skills in English
- Very good capacity in preparing and writing well-structured documents and web-based content in English and in preparing presentations;
- Rapid self-starting capability and experience in working in a team, understanding the needs, objectives and constraints of those in other disciplines and functions
- Experience in developing networks with complex stakeholder communities and building communities of common interest;
- Capability of working in an international/multi- cultural environment
- Willingness to travel occasionally in order to participate in meetings with KCB stakeholders
Languages
- The consultants have to be fluent in English.
- Documents will be written in English.
Tools/ Methodologies used in the unit
The KCB employs a suite of information systems and tools to support its knowledge management function.
At the centre of this suite, there is the public website of the KCB, hosted on the Knowledge4Policy (K4P) platform (developed and maintained by Unit JRC.H.2). The website provides easy access to knowledge resources. Most of them are identified from more than 160 online sources with the KCB NewsDesk text-mining tool of the European Media Monitor. Others, e.g. interactive tools, data visualisations and dashboards are developed specifically for the KCB. These are supported by the KCB data service, developed and maintained by JRC.D.1 that supports the storage and management of the data and metadata in a database serving also as an access point (Application Programming Interface). Furthermore, the KCB manages an online workspace for its Community of Practice (CoP), hosted on the JRC’s web platform (EU Science Hub). This workspace aims to facilitate discussions (forum), sharing news, events and other information between the CoP members, and is accessible with login and password. This workspace may be replaced by interactive community features integrated in the public KCB website (currently under development) in the next months. Finally, the KCB uses the Newsroom Content Management System, developed by DG CNECT, to produces a bi-montly newsletter.
